In the context of transmission communications, "all other communications" are considered the least prioritized because they fall outside the critical categories of distress, urgency, and safety communications. Distress communications are the highest priority as they indicate a life-threatening situation where immediate assistance is needed. Urgency communications relate to safety of navigational and operational concerns but do not indicate an immediate threat to life, making them the second priority. Safety communications provide essential information that is important for the safety of the receiver but are not urgent or distress-related.

In practicing radio communication, the distinction is made to ensure that in situations of emergency, important resources and attention are directed first to those in critical need. Therefore, general communications or messages that do not convey urgent, distress, or safety-critical information are given the least attention, as they can often wait until after higher-priority communications have been addressed.
